Solved (for my particular situation anyway): I was suspicious that my machine (2009 Mac Pro) wouldn't recognize the keyboard through an external monitor. So I pulled the USB from my monitor, plugged it directly into the desktop, and lo-and-behold, Command+r allowed the machine to boot into recovery mode. May 10, 2016  So do I take it that it is still not advisable to install El Capitan if I am running Mac Office 2016? Fond of Apple's removing the ability to repair permissions with Disk Utility and making it automatic if you start in Safe-Mode. They listened too much to Computer News techies, whom said Repairing permission is not necessary.

Hi,
Is anyone else having trouble starting OS X El Capitan in Safe Mode? What's strange is I'm not having any major issues with El Capitan, I just wanted to boot in safe mode as I have many times and let my system think a little.
For some reason, I can't get safe mode to start by holding the Shift key at startup. I've tried everything, from logging out first, multiple restarts, full shutdown, unplugging, holding Shift before the tone, after the tone.. I unplugged all peripherals and even ran Onyx with no success. It just boots up fast and normal leaving me with an odd feeling that my Mac is mocking me (I don't need your stupid Safe Mode- Siri)
I can't find anything via Google search either since the results are flooded with other El Capitan issues.
Any ideas?

Safe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. How to use safe mode

  1. Turn on or restart your Mac, then immediately press and hold the Shift key as your Mac starts up.
  2. Release the key when you see the login window, then log in to your Mac.
  3. You might be asked to log in again. On either the first or second login window, you should see ”Safe Boot” in the upper-right corner of the window.

If the issue continues in safe mode

If the issue continues while in safe mode, or your Mac restarts several times and then shuts down while starting up in safe mode, you should reinstall macOS and make sure that your Apple software and third-party apps are up to date.

If the issue doesn't continue in safe mode

If the issue doesn't continue while in safe mode, leave safe mode by restarting your Mac normally. Then test for the issue again. The issue might be resolved.
