Dymo have released this statement on Cardscan compatibility with El Capitan:
Regarding CardScan and El Capitan, our developers has performed multiple tests on the newest version of MAC OSX El Capitan (10.11.5) and in many cases the CardScan device (800c) worked correctly, but still this is not 100%. Below is a small guide on how to get it to work.
Update OSX to 10.11.5
Intelligent hub for macos 7. Scroll down to view Assigned Groups, and click in the search box. Select General if it is not already selected. Enter macOS Device Restrictions for the profile name. From the list of Assignment Groups that appear, select the appropriate group. Select Auto for the Assignment Type.
Make sure that version 9.2 of CardScan Software is installed (you can download it here - http://dymo.li/cs92mac)
Free download yosemite for mac. After upgrade and install (if not already present), start CardScan Software and then connect the scanner to the computer.
After a little while you will see the scanner light turn blue and you can now scan a new business card.
If this doesn't work, there are a couple of workarounds that will allow you to keep using the software and contacts, these are listed below:
Copy the CardScan database on to a USB stick and use the database on a Windows based computer
Installation via WMware the simplest one for those who want try Mac OS X Yosemite 10.10 on Windows and, thanks to the file that we offer you today, you can proceed with the installation in a safe and simple way. Vmware for mac yosemite.
Use the database on the MAC but not be able to use the scanning function
Install Parallels (parallels.com) or VirtualBox (virtualbox.org) and run previous version OSX or Windows in a virtual environment on the MAC.

Check compatibility
You can upgrade to OS X El Capitan from OS X Snow Leopard or later on any of the following Mac models. Your Mac also needs at least 2GB of memory and 8.8GB of available storage space.
Now that Apple has released new major versions of Pages, Numbers, and Keynote; and upped their requirement to macOS Sierra, I suspect that no one will be able to access any previous versions of these applications, regardless of past purchase history. To find your Mac model, memory, storage space, and macOS version, choose About This Mac from the Apple menu . If your Mac isn't compatible with OS X El Capitan, the installer will let you know.

Get connected
It takes time to download and install OS X, so make sure that you have a reliable Internet connection. If you're using a Mac notebook computer, plug it into AC power.

Install the macOS installer
Double-click the downloaded file to open a window showing its contents. Then double-click the file within, named InstallMacOSX.pkg.
Follow the onscreen instructions, which will guide you through the steps necessary to install.

After installation of the installer is complete, open the Applications folder on your Mac, then double-click the file named Install OS X El Capitan.
Click Continue and follow the onscreen instructions. You might find it easiest to begin installation in the evening so that it can complete overnight, if needed.

Allow installation to complete
Please allow installation to complete without putting your Mac to sleep or closing its lid. Your Mac might restart, show a progress bar, or show a blank screen several times as it installs both OS X and related updates to your Mac firmware.
